Have you tried just swapping the can-hi and can-lo connections.? I got a camry that the factory can wires had reversed colors.

If the above does not work, connect the EVO-ALL to the Flash-Link, click on the Bug Report tab and Send a bug report via the Flash-Link Manager. Please feel in all the feilds and include the vehicles VIN. When you have done this, let me know so I can fill in a description and send it to the appropriate person.

I have a question, when you turn ignition off, does the blue led turn back on or does it stay off?

dont remember 100% but i think it would go out as ignition was on and turn back on when i turned IGN off. I also did try swapping CAN wires. will send a bug report next time i have one in and it does the same.
I have a 2015 Highlander push-to-start which is doing exactly the same thing as your 2016 Highlander (no rapid blue flashes)  However, mine only has a violet CAN Low and a white CAN high.  There is no black wire at all in the OBDII connector.  The schematic shows the normal white and black wires as being the CAN wires.  The violet wire is in the same position on the connector that is normally the black wire for CAN  Low.  When I turn the ignition off, the blue light stays on solid.  I have tried all the firmwares and still no luck.

Did you ever get your EVO ALL to program properly?
