2012 Chrysler 300 will not recognize Fob without the battery installed in Fob

I cannot get past step 9 in programming my EVO because my 2012 Chrysler 300 will not recognize my fob without the battery installed.  How can I get this resolved?

Try moving the fob around the pts button, also ensure that the red connector is plugged into the evo.

If the issue persists then this would indiciate that the passive rfid is not programmed in the remote. You can try another remote but if the issue persists you would need to visit a dealer to have the fob properly programmed to the vehicle.
