First, the service number you gave shows that EVO has somekind anomaly with the Options and this is mostly caused by how the Flash-Link Manager is currently configured. If you open up your Flash-Link Manager without the EVO connected, on the bottom right corner of the screen, it should say Connection Mode: Bypass. If it says Connection Mode: Remote Starter, the problem is right there, hit the Toggle button right above (beside the button that says Options).

After updating the Flash-Link Manager, go into the Help menu and click on Flashlink Update; this will update the red puck connected to the computer.

When using datalink with compustar, I would recommend trying different datalink protocols. Although the Fortin protocol should work when the Compu is set to Fortin, it is worth it to change it around and try using a different protocol. To do this you would need to change the Compu to the ADS protocol, and then change the EVO-ALL protocol to AP/OFA-datalink. To change the EVO to AP/OFA, you need to go in the EVO-ALL options and turn on option 21.2
I put a key in front of barrel will be start no problem
This test is fine for most vehicles, but when it comes down to Toyotas with the IMMO data connection at the OBD-II, this test is pretty much irrelevant and does not mean the EVO is not working. It means a timing somewhere is off (mostly related to D2D protocol, ignition, and when the start is sent out).
The test you want to do with an EVO-ALL (and i believe any bypass using the IMMO data connection) would be the following.

Disconnect the vehicles key-sense connector.

Disconnect the vehicles transponder connector.

Ground the (-)Ground-when-Running of the EVO.

Start the vehicle with the key.

If the car starts ( which it will ), then this shows you that the EVO is correctly programmed.
If you want to replicate why the vehicle just cranks when remote starting, then the test is exactly the same as mentionned above except for one thing. At step 4, after grounding the (-)G-w-R, turn the ignition On and wait about 8-10seconds before actually cranking the car. You will then notice that the vehicle does not start, only cranks like when trying to remote start.
The reason it does that is because the EVO is replicating an OEM remote starter. The OEM remote starter has a 4-5 second window that the vehicle needs to crank from the point at which the remote starter was engaged, when transponder is present and when the vehicle starts to crank. If start is not present within that 4-5 sec window, the car ignores the codes sent for the transponder bypass. This is why it works fine when sticking a key beside the barrel, the car knows a key is actually there, so she starts up properly.
