2013 Ford Focus EVO-ALL won't complete programming

I am trying to program an EVO-ALL in a 2013 Ford Focus with two original working factory keys. I get to step 5 and insert the first key. The yellow light comes on and goes off.  When I insert the second key the yellow light does not come on.  I press the program button in step 8 and the ignition comes on.  The red light remains solid.  The blue light blinks 20 times and then everything shuts off.  I have verified the wiring is correct.

Any suggestions on why the module key bypass will not program?

If you have the flash link updater, follow the 1-key programming with Dcryptor. Unrelated to programming but option D2 needs to be off.

 

The regular 2-key programming relies heavily on having 2 master keys , timing , and hoping that Spare Key Programming is enabled in the vehicles BCM. Aside from that, the light blue and light blue/black connections.

I do not have immediate access to the necessary Dkrypter hardware.  That is why I was hoping to get the two key method to work.

This is the instructions from the owners manual for programming additional keys:

1. Insert the first previously programmed coded key into the ignition.
2. Turn the ignition from off to on. Keep the ignition on for at least
three seconds, but no more than 10 seconds.
3. Turn the ignition off and remove the first coded key from the ignition.
4. After three seconds but within 10 seconds of turning the ignition off,
insert the second previously coded key into the ignition.
5. Turn the ignition from off to on. Keep the ignition on for at least
three seconds, but no more than 10 seconds.
6. Turn the ignition off and remove the second previously programmed
coded key from the ignition.
7. After three seconds but within 10 seconds of turning the ignition off
and removing the previously programmed coded key, insert the new
unprogrammed key into the ignition.
8. Turn the ignition from off to on. Keep the ignition on for at least
six seconds.
9. Remove the newly programmed coded key from the ignition.
 
This says leave the newly programmed key in for at least 6 seconds.  The instructions in Guide 32051 say to press the brake pedal within 5 seconds to shut the system down.  Is there any problem in programming the EVO-ALL to wait the 6 seconds before pressing the brake pedal?
