blue light doesnt come on after programming both keys

2013 Fusion, using T harness, Evo all in one, red and blue do their blinking thing then stay steady. put key 1 in and turn red flashes wait 3-6 seconds then remove key, red stays on. Put key 2 in and yellow flashes, wait 3-6 seconds, remove key, yellow stays on. Car turns on like its in run position then says no keys found. Blue light never comes on.

If blue is not flashing at this point verify the connection of can high and can low wires.
